When there is audio streaming over the internet, audio codecs/formats are used. No formats other than 32 bit PCM float realise that audio coming in can be higher than 0dbfs. This means if you are transmitting, anything over 0 will appear to be clipped.
If you wish to transmit audio higher than 0, switch to 32 bit PCM. However, if your internet is not strong enough to transmit 32 bit PCM, you may need to add a limiter before LISTENTO and transmit using AAC or OPUS.
